Description

This PR introduces the TENT codebase into the main repository.
TENT is the next-generation transfer engine that generalizes Mooncake TE
towards heterogeneous devices and extensible transports.

We provide a build-time option USE_TENT to include/exclude the building of TENT.

To minimize risk and ease review, this PR is intentionally scoped to a
structural import of the codebase only.

We intentionally separate the TENT integration into multiple phases:

Phase 1 (this PR): Code import and repository-level integration
Phase 2: Interface alignment and public API stabilization
Phase 3: Documentation, examples, and migration guides
