Motivation

To improve reproducibility and refine developing process, we propose to specify supported platforms and toolchains.

Proposal

Mooncake project is supposed to:

be built in environments with access to required sites (or equivalents) including pypi.org, go.dev, github.com and more. Developers are supposed to take the responsibility to ensure such accesses.
be built with confirmed compilers. Other compilers may work as well but are not offically supported.
use cmake>=4.0 and ninja from pypi.org as build generators and build tools. Other tools (e.g. older cmake from system, make as build tool) may work as well but are not offically supported.
use libraries managed by cmake's FetchContent machanism to build and only require glibc since a specific version from system at runtime.
