Add a blog post about Mooncake structured-object transfer for RL rollout data.
Use the merged Miles integration as the concrete example, while describing the broader dict/DataProto transfer model.
Include diagrams for the rollout data plane, Miles rollout object shape, structured-object transfer architecture, and Miles GET latency comparison.

Validation

Verified Markdown image references resolve within the Hugo page bundle.
Verified all SVG files are parseable XML.
Ran git diff --check.

Note: Hugo is not installed in the local environment used to prepare this PR, so a full site build was not run locally.
