Expose the Windows Job Object ownership capability in doctor output and the capability inventory. Report verified availability and actionable failures.

Acceptance:

• Doctor reports whether kill-on-close Job Object ownership is available.
• Capability inventory distinguishes verified Windows ownership from taskkill fallback.
• ADR-0004 same-user PROCESS_DUP_HANDLE theft boundary is documented and linked.
