Description

Repositions REA around its primary user outcome: give a coding agent an app, understand how a feature works, and build a version adapted to the user's product. The README now explains the single CLI/MCP experience before introducing implementation details.

Also adds complete Simplified Chinese, Japanese, Korean, and Arabic READMEs with shared navigation, verified CLI examples, the canonical 42-tool inventory, setup requirements, architecture, security guidance, and FAQs.
