Summary

Add CLI support for handling unknown command workflows through a new
UnknownRegistry and registerUnknownCommands integration.

Changes

Add unknown command registry domain in src/application/UnknownRegistry.ts.
Add CLI unknown command registrations in src/cliUnknownCommands.ts.
Wire the unknown commands into src/cli.ts.
Add focused tests in tests/unknownRegistry.test.ts.
