Description

Fix three open CLI and test regressions:

make rea setup --yes --install-hopper plan and perform an explicit Hopper reinstall even when a launcher already exists;
re-evaluate client registrations against the installed launcher and retain the first .rea.backup across later configuration updates;
keep package-manager stdout out of structured upgrade output while preserving stderr;
give the two real process-capture integration cases explicit 20-second Vitest budgets while their scenario timeouts remain 2 seconds.

The packaged setup verifier now proves that ordinary aligned reruns remain idempotent while an explicit install request remains actionable.
