📄 Description

Summary

Adds the first read-only managed-code analysis surface for local PE/CLI artifacts:

introduces inspect_managed_artifact across contracts, MCP, CLI, direct analysis routing, and provider catalog metadata;
adds an execution-free rea-dotnet-static auxiliary provider that inspects PE/CLI headers and ECMA-335 metadata without loading the target assembly;
reports CLR/runtime classification, module/assembly identity, MVID, target framework, AssemblyRef inventory, resources, custom attributes, bounded pagination, coverage, limitations, and typed parse issues;
updates generated product catalog, README/API docs, prompt/tool counts, and package skill metadata from 83 to 84 MCP tools;
adds source-built managed PE fixtures plus provider, CLI plumbing, contract, catalog, and MCP tests.

Real Hopper/Ghidra verification was not performed; this PR adds a local static managed artifact provider and does not change Hopper/Ghidra adapter semantics.
