📄 Description

Summary

Add plan_managed_runtime_correlation as a non-executing managed runtime-correlation admission-plan surface with CLI/MCP parity.
Add default-disabled managed_runtime policy/configuration, exact static Evidence authentication, method lock validation, effect taxonomy, and explicit executed: false / unsupported_until_executor_exists: true output.
Update managed workflow contracts, output schemas, capability inventory, generated product catalog/API docs, README localizations, ADR/docs, setup skill metadata, package verifier coverage, and tool-count tests to 88 MCP tools / 48 CLI commands / 5 managed tools.

Verification

npm run check — passed on rerun: 137 test files / 947 tests. First run exposed a stale skill metadata count and one load-sensitive tests/sessionMcp.test.ts timeout; both passed after the metadata fix and full rerun.

npm run jscpd — existing clone inventory reported; exit 0.

CXX=g++-13 npm run verify:package — passed with managedRuntimePlanCli: true and mcpTools: 88. The host default /usr/bin/g++ is 8.4.0 and cannot compile node-pty's -std=gnu++20; g++-13 is already installed locally and was used only for verification.

Real Hopper/Ghidra/browser verification was not run for this PR; the change is a managed workflow admission-plan surface and does not change native provider behavior.
