📄 Description

Summary

Adds optional REA_ILSPY_CMD_PATH config parsing and a doctor check for bring-your-own ilspycmd.
Extends verify:managed with a real source-owned ILSpy oracle path without adding setup install behavior, a public decompile tool, or canonical parser dependency.
Imports ILSpy C# output only as inference evidence through existing exact managed member locks.
Updates tests, README, managed-code docs, AGENTS guidance, and generated TypeDoc.

Boundary

ILSpy is a reconstruction/differential oracle only; REA-owned TypeScript metadata/CIL parsing remains canonical.
No Assembly.Load, reflection, execution, dependency resolution, runtime attach, or public decompiler automation is added.
No true osu!.exe was found locally; local osu validation used LocalTaikoAgent.MetadataProbe.exe.
