Summary

The Static checks job already runs npm run check:ci, which executes typecheck, lint, and format:check.
The separate typecheck-compatibility, lint-compatibility, and format-compatibility jobs only verified needs.static.result == 'success' and added no extra validation.
Remove these three redundant jobs to simplify the CI workflow and reduce runner overhead.

Test plan

npm run check passes locally
npm run check:ci passes locally
npm run typecheck, npm run lint, and npm run format:check pass locally

Note: if branch protection rules require the Typecheck, Lint (oxlint), or Format Check job names, those required checks should be updated to Static checks before/after merging.
