Summary

Fixes setup wizard defaulting to cancellation at every step despite explicit setup intent.
Retains the bundled skill when agent integration is selected but all agents are deselected.
Updates the confirmInteractiveSetup JSDoc comment to describe explicit consent.

Verification

npm run check (typecheck, lint, format:check, knip, metadata:check) passed locally.
Real Hopper/Ghidra verification not required for this CLI setup change.
