Expose bounded byte reads and file-offset mapping through the Hopper provider with explicit typed unavailability.

Part of #22.

Acceptance:

Capabilities are explicit and bounded.
Unsupported capabilities return typed unavailability.

Completed on current main: is bounded to 4,096 bytes, reports typed availability/unavailability, contracts and capability limits are explicit, and the real-Hopper verifier exercises both operations. Focused bridge/provider/official-tool tests pass.

Closure evidence correction: read_bytes is bounded to 4,096 bytes; address_to_file_offset reports typed availability or unavailability; contracts and capability limits are explicit; and the real-Hopper verifier exercises both operations. Focused bridge, provider, and official-tool tests pass.
