Summary

Generalize the reverse-engineer-anything workflow for investigations across different application types and evidence sources.
Add a staged investigation plan covering prior evidence reuse, artifact and resource inspection, targeted runtime corroboration, evidence tracking, and completion review.
Clarify when REA doctor is useful so it does not become a mandatory step when tools are already available.

Verification

node scripts/generate-skill-metadata.mjs --check
git diff --check main...HEAD
Branch push checks passed: dependency check, TypeScript typecheck, and lint (existing lint warnings only).
No Hopper or Ghidra investigation was run; this change only updates general skill guidance.
