Stack 7/7 (base: stack 6/7, merge last).

Moves root cli*Commands and cliSetup into src/cli, deletes the forwarding layer, points src/cli.ts and tests at the owners. No forwarding shims. Verification: tsc clean, build passes, acceptance 23 passed / 1 skipped, boundary CLI 25 passed. Full-stack gate: check:fast, knip, format:check, jscpd 2.39%, 1334 tests, docs:check all green.
