Stack 1/4 (base: main).

Moves official, enhanced, and session contract arrays with their builders into officialToolContracts, enhancedToolContracts, and sessionToolContracts. toolContracts keeps the ordered assembly, resolver, and schema re-exports. Migrates all importers including catalog scripts. No re-export shims.

Verification (Node 24): tsc clean, contract snapshot tests pass, generated catalog output unchanged (docs:check), official/enhanced/hopper-facade boundary tests pass.
