Summary

Add a concise Disclaimer at the bottom of the English README: REA provides tools for lawful research, analysis and reconstruction, and users are responsible for authorization and compliance. The project does not endorse illegal or unauthorized use.

Problem and expected behavior

Make intended lawful use and user responsibility easy to find alongside the project footer.

Change and scope

Four lines in README only. Preserve the existing showcase, license and star-history content. This small documentation clarification has no separate issue.
