📄 Description

After #997 made the MCP catalog build-generated and gitignored, deterministic CI shards downloaded only dist and failed to load source tests that import the catalog. Generate the source catalog from the matching downloaded build before running each shard, preserving shared compilation and the existing runner matrix.

Fixes #1001.

Validation:

Clean source checkout plus built artifact, with the generated source removed: reproduced all four catalog suite import failures.
Run the existing generator, then the same four suites in CI coverage/shard mode with one worker: all cases pass.
npm run mcp-catalog:check passes.
Workflow YAML parses and the generator runs between artifact download and source test execution; exact-file formatting and git diff --check pass.

No public CLI/MCP contract or provider behavior changes. Real Hopper/Ghidra verification was not run for this CI prerequisite fix. No runner, platform version, dependency, recompilation, timeout, or MinGW download changes.
