📄 Description

The Windows native cross-build twice exhausted its ten-minute job budget while downloading MinGW packages from azure.archive.ubuntu.com; compilation never started. Compiler preparation now uses Ubuntu's main archive over HTTPS in the runner's mirror list and standard source files, while keeping the existing signed packages, compiler, build, artifact verification, and job timeout.

The failing run uses /etc/apt/apt-mirrors.txt, so changing only ubuntu.sources would not address its actual download source. GitHub's runner APT configuration documents that mirror-list boundary.

Validation:

  • Parsed the complete workflow and verified that only compiler preparation changed; the ten-minute timeout and package selection are preserved.
  • YAML formatting and extracted Bash syntax checks passed.
  • npm run build:cached and npm run check:fast passed.
  • The required real cross-compiler build and native package verification run in this PR's existing CI lane. No packages or APT configuration were changed on the local host.

The first mirror-only CI run still waited for HTTP fallback on every index. Explicit HTTPS subsequently completed real compiler preparation, compilation, and native artifact verification. Main, including #1014's independent Linux stdio smoke-test fix, is integrated; rebuilt stdio tests and static checks pass locally. Final CI is running on that exact combination.

This addresses the same download failure observed on #1008 and during the earlier modularization batch. No real Hopper/Ghidra verification was performed.
