Refs #829

Adds tests pinning how the DOM destination policy and the source-map fetch policy classify non-http(s) URLs, other origins and URLs with credentials, so a later unification shows what changes.

Worth noting: the DOM policy treats a same-origin URL with credentials as approved (and strips them), while the source-map policy rejects it. The tests record that as-is.

Tests only, no production changes. Ran both test files, plus oxfmt and oxlint.
