Summary

Adds a French README (README_fr.md), so French-speaking users can read the onboarding, analysis targets, showcases and FAQ in their language. No issue is linked; this follows the recent README translation additions (for example the Persian README in 7a7460f0).

Problem and expected behavior

The README is available in 16 languages but not French. After this change, every README's language selector links Français, and README_fr.md gives the same guidance as the English README.

Change and scope

README_fr.md: a full translation of the current English README.md. Shell commands, link targets, heading levels and the number of FAQ entries are identical to English. French headings get their own anchors, and the stable current-status and choosing-a-deep-analysis-provider anchors are kept.
All 16 existing READMEs: [Français](README_fr.md) added to the language selector after Español.
tests/conformance/readmeConsistency.test.ts: registers README_fr.md / Français in the README language matrix.
