📄 Description

Document the CI policy deployed in #1344: documentation-only PRs retain formatting/generated-doc validation and required aggregate guards; mixed/unknown changes and the latest main tree retain full verification. Superseded runs for the same PR/main branch are cancelled independently of release publication.

Update the native-platform guide to describe all five package hosts sharing their runner with actual Inspector verification, preserving the two-job package matrix limit, Inspector deadlines and Windows Node-version ordering.

This changes only docs/testing.md. Verification: npm run docs:check, formatting and git diff --check pass; final GitHub CI will verify the deployed documentation path without starting native package or source-test jobs. No new real Hopper/Ghidra verification applies to this documentation change; the corresponding #1344 head passed all 20 CI checks and all five package/Inspector hosts.
