📄 Description

Native GitHub Copilot CLI integration had no reproducible client lane, and a normal MCP call can return a spill-file preview rather than the complete Evidence. Add an optional verifier using the real CLI, its offline BYOK adapter and native skills/file reader.

Isolated COPILOT_HOME and explicit child environment; guarded setup plans, preserved unrelated registration, backups and idempotence.
Full 139-tool catalog and forwarded JSON Schema validation, complete native skill activation, real JavaScript analysis for a Unicode target, native spill recovery through view, named-contract Evidence validation and final native assistant success.
Source and freshly packed production-only REA workflows, with retained request artifacts/digests and owned-process cleanup.

The default local fixture uses gpt-5.4 client model metadata. The gpt-4.1 configuration blocks the full catalog before HTTP even when requesting more BYOK capacity; this remains open in #1554. No tools, input constraints or output schemas are removed. Local protocol fixtures and synthetic usage do not establish live model API, Windows or default OS-home skill discovery compatibility.

Validation: installed @github/copilot@1.0.95; source chat/call and production-only package chat/call; syntax/format checks and npm run check:fast. No fresh Hopper/Ghidra verification (verifier/docs only).
