📄 Description

Package script edits and ordinary code PRs currently start unrelated provider and native-host checks. This change uses one tested change planner to select those lanes, then enables its decisions directly in CI.

Every code PR keeps the complete four-shard Linux suite. Provider implementation changes select their owned real-provider checks and Linux x64 package/Inspector verification. Test-only changes, including tests beside source files, skip provider and native-package jobs. Documentation, website, and workflow changes select their corresponding checks. Shared boundaries, dependencies, unknown inputs, and changes to the planner select the full baseline. Main pushes, manual dispatch, and PRs carrying ci:full retain full verification.

The ten specialist workflows become reusable workflows with manual dispatch preserved. Their previous ownership paths move into one table; package changes are classified centrally. Android workflow/build-script edits select workflow validation without claiming real Android verification. The CI required aggregate rejects failures, cancellations, classification errors, and unexpectedly skipped selected work. Existing required contexts and branch protection are unchanged.

Validation:

82 focused tests pass, including real Git fixtures for docs, website, colocated tests, browser, EVM, mixed scopes, deletions/renames, npm scripts, lockfiles/toolchains, unknown inputs, invalid refs, malformed package JSON, and selected-job failure/cancellation/skips.
Replayed recent actual changes: JavaScript implementation selects JavaScript recovery plus Linux packaging; shared process changes broaden; the earlier Termux lock fix selects Linux tests and workflow validation without unrelated providers or the native matrix.
npm run check:ci, npm run docs:check, and pinned actionlint validation of all workflows pass locally.
Hosted workflow execution and real-provider/platform runs remain to be verified by this PR's CI. Selection fixtures establish selection behavior only.
