Summary

Moves the existing "Set up REA" entry (linking to ../get-started/) to the top of website/public/guides/index.html, ahead of Native binaries, JavaScript & Electron and Browser behavior. The markup is moved unchanged, and the other three guides keep their order.

No CSS changes are needed. .guide-entry has no position-dependent rules (:first-child, :last-child, nth-child); every entry has the same top border, padding and grid, which becomes one column on mobile.

Validation

python3 scripts/website.py check: verified 19 HTML pages and 419 local references, plus metadata and the sitemap. Four maintenance regression tests failed locally, and they fail the same way on unmodified main.
oxfmt --check passes.
Not previewed in a browser.
