📄 Description

The problem

The project conformance guide in \docs/reconstruction-readiness.md\ lists \declare-request\ as the third required stage, but the maintainer evaluator accepts \cquire-authority\ (see \src/domain/reconstructionReadinessJourneyFindings.ts). Copying the guide's identifier into an otherwise valid conformance input causes a validation error before a report is produced.

The change

Rename the stage row to \cquire-authority\ and describe the four checks the implemented stage actually requires:

  • missing-scope-reported
  • narrow-grant-resumed
  • expansion-reprompted
  • denial-launched-nothing

Fixes #2179.
