New README_ka.md — Georgian translation of the English README; commands, URLs, and product names preserved.
Language nav in every README includes [ქართული](README_ka.md).
website/locales/languages.json + website/locales/ka/messages.po (empty catalog; pages fall back to English with the update notice until website copy is reviewed).
Shared website language picker synced for ka.
readmeConsistency covers README_ka.md bash examples.

Notes

Website PO strings are intentionally untranslated for this first PR so the README can land without blocking on 1477 UI strings. Happy to follow up with website Georgian in a later PR.
