Summary

Prepares the Star history celebration for the upcoming 170,000 GitHub stars milestone, following #2042.

Updates only the milestone number in the English README and all 18 translated READMEs. Each locale keeps its number formatting, including 170,000, 170.000, 170 000, and Persian ۱۷۰٬۰۰۰. All surrounding text, links, and the star-history chart remain unchanged.

Keep this PR in draft until the milestone is reached.

Validation

git diff --check passed.
Compared all 19 READMEs against the base revision: only the localized milestone number changed; all other bytes are identical.
oxfmt --check README*.md passed on all 19 files, using Node.js 24.18.0 and npm 11.16.0.
