Continues #2403, originally contributed by @matbrgz (Matheus Breguêz). The original commits and contributor attribution are preserved in this follow-up.

Organizes REA's authored documentation by reader task and owner, while retaining existing public guide routes through VitePress rewrites. This continues #2403 because GitHub rejected the maintainer push to UndefinedDump/rea with HTTP 403 despite maintainerCanModify: true.

Original work and full contributor history from Matheus Breguêz (UndefinedDump) are preserved through the merge ancestry. Source PR: https://github.com/morluto/rea/pull/2403. The maintainer continuation merges pinned main fb28ec1537e2d02aaca96325483c849c5c8ade6f, retains current provider/capture documentation, places the new packet-summary guide in the canonical layout, and keeps repository links aligned with moved files.

Addresses the open review finding by preserving the independent published-guide baseline and scanning every generated HTML page for local file/anchor and physical edit-target validity, including directory, authoring, specification and ADR pages.

Validation: source inspected. Tests, builds and checks were skipped at the maintainer's explicit request. No real-provider or external-link verification is claimed.
