📄 Description

Fixes #2587. Both Hopper verifier CLI launch sites used a percent-encoded URL pathname as a local script path. Resolve that coordinate once with fileURLToPath and share it between the Linux launch-isolation and lifecycle/CLI parity consumers.

Validation on pinned Node 24.18.0/Windows x64: a real Node subprocess launched through the actual new source expression succeeds from a disposable checkout α测试 #percent% directory, preserves its exact script path and argument, while the former pathname launch fails. check:fast, staged lint/formatting and git diff --check pass.

This is verifier path handling only. No Hopper engine, macOS or Linux real-provider lane was available on this Windows host; the neutral process probe does not establish those workflows. The full static check on the unchanged pinned main baseline has two formatting failures (docs/readme/README_tr.md and scripts/lib/clean-linux-hopper-runtime.mjs), outside this change.
