📄 Description

Adds an opt-in include_query_parameter_names API-surface view option. Groups expose decoded, deduplicated observed names and their source record ordinals, without copying values or changing omitted-option output. Query-name scratch and retained inventories use the existing bounded accumulator.

Closes #2913.

Validation:

29 domain tests passed, including encoding, fragments, default omission, sensitive-value refusal and inventory expansion limits.
Compiled CLI and real stdio MCP acceptance passed using requests recorded by a local HTTP server; projections still work after deleting the HAR.
check:fast, docs:check, test discovery and touched-file formatting passed.
The complete npm run check is blocked on this pinned main by existing formatting failures in docs/readme/README_tr.md and scripts/lib/clean-linux-hopper-runtime.mjs; neither is changed here.

This remains an observed-name inventory, not a required-parameter or server-schema claim.
