Summary

Restore the canonical English Rust capability row in the Turkish README, with the guide path adjusted for docs/readme/. This repairs the missing docs/rust-binaries.md target reported by main's documentation checks while reviewing #2699.

Validation

npm run docs:check: passed, including 5 conformance tests.
npm run typecheck, npm run format:check and git diff --check: passed.
npm run check:fast: blocked by two unchanged main tests exceeding the configured 150-line function limit: artifactComparison.test.ts (202 lines) and ManagedCilDecoding.test.ts (162 lines). These failures were reproduced before publication.

One row, one documentation file. Existing contracts and provider behavior are unchanged.
