Summary

Add an artifact-oriented guide to open-source decompilers and related metadata-recovery tools.
Explain where Ghidra, Rizin/Cutter, JADX, Vineflower, ILSpy, PyLingual, and Webcrack fit, including important limitations and independent-engine distinctions.
Link the guide from the English and all 19 translated READMEs, plus the documentation index.

Closes #2258

Validation

git diff --check passed.
Verified that all 19 translated READMEs contain the guide link with the correct relative target.
Checked that all local Markdown links in the guide resolve.
npm run docs:check could not run because dependencies are not installed and this environment could not resolve registry.npmjs.org; direct execution of the docs checker also stops because oxfmt is unavailable.
