Summary

Adds a design proposal for Science Studio GraphPad-like stats prep: upload Excel / CSV / TXT, infer column types (continuous, categorical, string, …), and require caller overrides before tests/plots.
Links design discussion #5164 and explicitly blocks implementation until maintainers approve or narrow scope.
No runtime code, no Science Studio wiring, no Prism reverse engineering.

Problem and expected behavior

CSV-only numeric detection is too weak for Prism-like analysis assistants. Callers need Excel/TXT import and a stable typed-column contract so the UI can enable only applicable stats/plots.
