Summary

Add a reproducible container workflow for local development and explicitly requested image publishing. The image uses the repository's supported Node version, runs as the non-root node account, and excludes local website configuration and analysis results from its build context. make run starts the stdio MCP server without command text on stdout.

Validation

git diff --check — passed.
npm ci with Node 24.22.1 and npm 11.16.0 passed on the related PR checkout; this image pins Node 24.22.1.
Docker image build was not run because the Docker daemon is unavailable in this environment.

This PR is a draft while the container build remains unverified.
