Add a complete Romanian README at docs/readme/README_ro.md, linked from every README language selector.

Problem and expected behavior

Romanian readers currently have no README edition. The new edition follows the English README at base commit 397aa62f2e203bc0f8350634752af0339048e81e, including all 36 analysis targets, setup/update examples, FAQ answers, accessibility descriptions, contribution guidance and licensing notices.

Change and scope

Translate the complete README into Romanian with diacritics, preserving executable examples, technical literals, version requirements and canonical documentation/media destinations.
Register ro in the existing language inventory and synchronize the 19 authored website pages' generated language navigation.
Add a pending Romanian website catalog with a translated fallback notice. Website articles use the existing labeled English fallback and remain nonindexable until translated.
Refresh POT source locations after navigation regeneration. All 1,728 source messages are unchanged; existing language catalogs remain byte-for-byte unchanged.

Repeating with a dedicated temporary directory produced the same cleanup error. No production code or tests were changed to suppress it.
