Summary

Compute semantic resource limits once for graph coverage and limitation reporting.
Reuse per-file coverage and base limitations across module relationships instead of re-deriving them for every link.
Preserve emitted evidence while removing repeated scans, mappings, and intermediate arrays.

Validation

npm run check:fast
npm run format:check
Focused module relationship tests: 14 passed.
Focused JavaScript application service tests: 13 passed.
Windows native test artifact version/digest verification passed.

The benefit is based on eliminated repeated work; no end-to-end benchmark was run.
