Summary:
Updates documentation for OAUTH_REFRESH_TOKEN_INCLUDE_SCOPE, clarifying that it controls inclusion of the full configured OAuth scope during refresh token requests. This improves compatibility with providers like Microsoft (e.g. Microsoft Graph) when using custom API scopes, preventing authentication failures caused by missing or reduced scopes during token refresh while maintaining backward compatibility.

This change aligns with OAuth-related improvements introduced in https://github.com/open-webui/open-webui/pull/22359 which are already merged.
