Documentation for Text-to-Speech and Speech-to-Text is lacking detail.

Specific Gap: The "WebAPI" configuration setting in TTS/STT has zero documentation.
Action: Document what WebAPI does, how to configure it, and general requirements for getting TTS working properly.
Action: Document working TTS and STT settings in general (openAI)
