Summary

Documents the Open WebUI 0.12.3 release. This covers encrypted chats in direct messages and private channels, the new search window, folder access and shared chat editing, and the skill read limits and skill loading changes. It also covers the terminal file browser and compare view updates, the Redis room channel permissions, the narrower Google Drive scope and OAuth token refresh.
