Adding OPEN_TERMINAL_PACKAGES="chromium" to the env yields in failure as it cannot find the package, despite chromium obviously being available:

Installing system packages: "chromium"
Reading package lists...
Building dependency tree...
Reading state information...
E: Unable to locate package "chromium"

Likely the package lists are not being updated before installation is attempted, which is causing the failure.

Fixed this: env var cannot contain quotes as they will be accepted literally.
