4d83d1aae4 Start: Switch to python script 
Direct python can be used for requirements checking. Remove the ps1
script and create a venv purely in batch.

cc3229c109 Scripts: Make Start.bat idiotproof 
Start now creates a venv, installs the correct requirements, and
starts the API.
