Which server events do we want to notify user about?
Notification system for web client.
Triggering external notifier plugins.
Options for notifications? E.g. notify only if execute failed, only when new torrents were downloaded, etc.

do not allow to enable notification if there are no settings or they are invalid, enable automatically when settings are set
2 kind of notification formats: full text and short text
- short text doesn't make sense for email notifier
add settings to setup format
add checkboxes on the right side of Notifiers page title: notify on: ERROR, NOT FOUND, UPDATED
update notifiers' manager API. add methods: begin_execute, topic_status_updated(), end_execute
- on end of the execute create final message in case of full text
- on each update send message in case of short text
notify of available new version

Some other points:

There are no reasons to change format of the messages.

Things I'm planning to do:

new version notification to manager API

New version notification will also require ~~#63~~ to be implemented

[PR #82] [MERGED] Implemented #73: Qbittorrent support. Also changed appveyor to run npm commands in cmd instead of powershell (fixes encoding on build server). #361
