fix: disable vue-i18n raw text rule for website app

The website app is a marketing site with no vue-i18n setup, so
the @intlify/vue-i18n/no-raw-text rule incorrectly flags static
strings in SiteFooter.vue. Add an eslint.config.ts override to
disable this rule for apps/website/**/*.vue.
