There are two parts to installation migration: user file migration, and custom node migration.

User file migration is not expected to fail, but sometimes does. This is NOT handled and breaks installation.
Custom node migration errors are handled gracefully (OS-native toast notification) and installation continues.

Options:

Continue installation, show toast notification (same as custom nodes)
Pause installation, present dialog with continue / cancel options
- Optional: Add checkbox to the migrate nodes page on the installer - "If migration fails, automatically continue installation without data"
