Promotes the Unreleased changelog into v4.0.0 and bumps the version.

BREAKING: download, check and clean-cache take the creator name as their first argument: boosty-downloader download <username>. The -u / --username flag is gone

After merge

Run task release:tag - it verifies fresh main and pushes the tag; the tag triggers the release workflow (build -> PyPI -> GitHub Release).
