[rocm-libraries] ROCm/rocm-libraries#4705 (commit 845bc39)

[ci] Adding composablekernel to TheRock CI

Workflow files under `projects/composablekernel/.github/workflows` do
not get picked up in GitHub workflows. This will allow composable kernel
changes to be build and tested properly

CI tests will prove functionality
