Adding ENABLE_WRAPPER CMAKE OPTION
details: Wrapper code will be enabled when selecting the cmake option ENABLE_WRAPPER and also this commit will fixing the ScaLAPACK build error on windows. AMD-Internal: [CPUPL-1848] Change-Id: I3d687cbc00e7603fdfb45937a00daf86bd07878e
