After the same error, a tip popped up saying that Amnezia VPN cannot use the RSA key for some reason and you need to use ED25519. So I generated a new SSH key in ED25519 format and reinstalled the server.
As a result Amnezia VPN connects and works fine using ED25519 key.

unfortunately, when trying to connect to an existing server with ed25519 key, the same error occurs.

@major-118 did you delete the old RSA key and reinstall the server from scratch with the new ED25519 key?

No.
I do not have a server with an RSA key connection. This connection was not created due to an error.
There is a server with a password connection. I want to connect to this existing server by ED25519 key.

@major-118 you don't need Amnesia VPN to reinstall the server.
You need to do it in the VPS server control panel of your hosting provider.
Delete your unsuitable RSA key there and use the new ED25519 key when installing the server from scratch

There are no keys in the VPS control panel. All keys (RSA and ED25519) are created in the terminal command line. Both keys work for SSH login. And they are not displayed in the VPS control panel.
I don't want to reinstall the VPS and reconfigure all services. A lot of work because of the Amnezia bug

ssh-keygen -t rsa -m PEM -b 3072
ssh-keygen -t rsa -m PEM -b 4096
ssh-keygen -t ed25519
