Add a DeepSeek Dynamic Workflow (DDW) integration guide.
Add both required guide files: docs/deepseek_dynamic_workflow.md and docs/deepseek_dynamic_workflow.zh-CN.md.
Add README table entries in both English and Simplified Chinese, inserted between Deep Code and DeepSeek-TUI.

Checks

Uses current DeepSeek V4 model names: deepseek-v4-flash and deepseek-v4-pro.
Mentions the 1M context window.
Documents --effort max for autonomous harness runs.
Does not include pricing tables, to avoid stale pricing.
